“长能7”轮招标公告
受信达金融租赁有限公司委托，上海航运交易所代理其“长能7”轮的公开竞价招标。公示日期自2018年8月30日至2018年9月3日。“长能7”轮停靠舟山，交船由买方负责进行，按现时现地现状交船。中国船级社对该轮进行了搁置检验，船级有效。2018年年度检验、中间检验、坞检未做。
“长能7”轮原在湖北江润造船有限公司开工建造，后转移至湖北华海船舶重工有限公司建造完工。船舶建成后没有营运过；不能在国内沿海港口之间营运，只能在国际航线经营；只接受人民币支付。船舶材料清单（见附件4）列明了现有船舶设备及其他证书和图纸，未列入的表示没有。交船前买方需给航交所出具投标保证金放款通知书(见附件5)。

竞价规则：该轮底价人民币4860万元，报价不得低于底价，出价最高者为中标方。如两者及以上投出相同最高价，则由出价相同者以相同出价为新底价再次投标。
投标方应在递交投标方资质文件（详见附件1投标业务须知）后于投标截至时间前完成验船。验船具体事宜及安排应与船东或上海航运交易所联系。
投标方支付投标保证金则视为完全接受了船舶现状，同意按照现时现状交船，中标后不得以任何理由拒绝签署《船舶买卖合同》。中标方须在中标后3个工作日内与船东签署《船舶买卖合同》（见附件3），逾期不与船东签署《船舶买卖合同》，投标保证金不予退还，上海航运交易所在通知中标方签署《船舶买卖合同》的第4个工作日起将投标保证金支付给船东。签署《船舶买卖合同》后，中标方不得以任何理由拒绝接船和履行合同，否则投标保证金和定金均不予退还。

Bulletin of Ship Bid Invitation
Date: August 30, 2018
Entrusted by Cinda Financial Leasing Co., Ltd. (the Owner), Shanghai Shipping Exchange is now inviting the bid tenders on its ship M.V. CHANG NENG 7. The duration of this bulletin runs as of August 30, 2018 to September 3, 2018. The M.V. CHANG NENG 7 will berth at Zhoushan and be delivered on an As-Is basis with all costs and risks of delivery thereafter to be borne by the buyer. China Classification Society has performed the laid-up survey and the ship's class is valid. The annual survey, intermediate survey and docking survey in 2018 are not finished.
The construction of M.T. CHANG NENG 7 commenced at Hubei Jiangrun Shipyard and was later transferred to and completed by Hubei Huahai Shipbuilding Industry Co., Ltd. This maiden vessel has not been launched into voyage since the completion; she is NOT allowed in domestic coastal service and may only be engaged in international voyages; Only the payment in Renminbi is accepted. The Checklist of Ship Documentation (Appendix 4) involves all the certificates, plans and drawings of equipment and other relevance that she has, which means she does NOT have the documentation NOT listed in the checklist. The buyer should issue a Bid Security Release Notice to Shanghai Shipping Exchange prior to the delivery (Appendix 5).

Bidding rule: the bottom price is CNY48.6 million. Any tender offer lower than this bottom price is null and void and the highest offer wins. If two tenderers quote the same offer, such offer should serve as the new bottom price for another round of bidding.
After submission of tenderer’s qualification documents (see Appendix 1 for the Instructions on Bid Tender), the bid tenderer should complete survey of ship before the deadline of bid tendering. For relevant issues and arrangement of survey, please contact the Owner or Shanghai Shipping Exchange.
Once having paid the Bid Security, the bid tenderer should be deemed as fully accepting the status quo of ship and the delivery on an As-Is basis. After winning the bid, the tenderer should not refuse to sign on the Contract of Ship Sale and Purchase on any excuse. The bid winner should conclude the Contract of Ship Sale and Purchase (Appendix 3) with the Owner within three working days after winning. If the winner refuses to conclude the Contract, Shanghai Shipping Exchange has the liberty to remit the bid security to the Owner on the 4th working day after its notification to the winner on concluding the Contract. After signing the Contract, the bid winner should not refuse to take delivery of ship or fulfill the Contract on any excuse or otherwise the Bid Security and Deposit may be confiscated.
